Search this question and you will find the same answer everywhere. A smoke alarm in every bedroom, in the hallway outside them, and on every floor. Then a citation to the Texas Property Code.
Here is the problem with that. The Property Code sections everyone quotes are landlord-tenant law. If you own the home you live in, those are not your rules. Where smoke detectors are required in a Texas home depends on three things: whether you own it, when it was built, and whether you are remodeling. We have installed and inspected alarms in Houston homes since 2003.

Those three sets of rules differ in what they require and when.
Here is the useful part. The placement above satisfies all three. Follow it and you are covered no matter which rule governs your home.
Start with the sleeping areas and work outward.
Inside every bedroom. A closed bedroom door slows smoke from reaching a hallway alarm. By the time that alarm sounds, the person inside has lost time.
Outside each sleeping area. One alarm in the hallway covers bedrooms that share it. Bedrooms in a separate part of the house need their own hallway alarm. The U.S. Fire Administration sets out the full placement rules.
On every level. A fire that starts downstairs at night needs to wake people upstairs. One alarm per floor is the minimum.
Living areas. The Houston Fire Department also recommends alarms in the living room, den, and other living spaces.
Where in the room matters too. Smoke rises, so alarms go on the ceiling or high on a wall. The Houston Fire Department gives these placements:

That nuisance alarm point matters more than it sounds. An alarm that goes off every time you sear a steak becomes an alarm somebody pulls the battery from. Placement is what prevents that.
Three different laws cover three different situations. Most articles on this topic only describe one of them.
If you own and live in your home, Texas Health and Safety Code Chapter 766 applies. It works differently than people expect:
Built on or after January 1, 2008. A working smoke detector is required in the dwelling.
Built before January 1, 2008. A working smoke detector must be installed before you sell or transfer ownership.
Read that second line again. For an older Texas home, the statewide trigger is the sale, not simply living there.
That surprises people. It also means plenty of older Houston homes have no state requirement sitting over them today, right up until the day they go on the market.
If you rent the property out, Texas Property Code Chapter 92, Subchapter F applies instead. Those sections run from 92.251 through 92.264. They set what a landlord must install, inspect, and repair, and what a tenant can do if it does not happen. Different rules, different responsibilities.
If you are building or remodeling, the City of Houston's adopted building code governs. Building codes are stricter than the state minimum and cover type, power, and interconnection.
This is where most of the confusion comes from. The rule you see quoted everywhere, alarms in every bedroom under the Property Code, is the rental rule.

Battery only. The cheapest way to put an alarm somewhere that has none. The weakness is human. Batteries get borrowed, and a yearly change gets forgotten.
Sealed ten-year lithium. No battery to change for the life of the unit. The Houston Fire Department specifically recommends these, and that recommendation is worth taking. It removes the most common reason alarms stop working.
Hardwired with battery backup. Wired to a circuit in your home, with a battery that carries it through a power outage. This is the standard for new construction and major remodels.
Adding hardwired alarms to an existing home means running wiring, which is licensed electrical work. In an older Houston home with finished walls, that can mean opening ceilings.
There is a middle path worth knowing about. Wireless interconnected battery alarms give you the linked behavior of a hardwired system without the wiring. More on that next.
Interconnected alarms all sound together. One detects smoke, every alarm in the house goes off.
Picture the fire starting in the garage at two in the morning. A single alarm out there is doing its job. Nobody upstairs behind a closed door hears it.
That gap is the whole problem. An alarm two rooms away is quieter than most people assume once a door is shut. Children are harder to wake than adults, and a distant alarm often does not do it at all.
Interconnection closes the gap. The garage alarm sounds, and the alarm beside the bed sounds at the same instant.
Two ways to get there:
Hardwired interconnection. Alarms are wired to each other as well as to power. This is standard in new construction and major remodels, and it is licensed electrical work.
Wireless interconnection. Battery alarms that communicate by radio signal. One sounds, they all sound, with no wiring between them. For an older Houston home with finished ceilings, this is often the practical answer.
Wireless units cost more than plain battery alarms. They cost far less than opening ceilings to run wire.
If your home has alarms that were added one at a time over the years, they are almost certainly not linked. Worth checking before you assume otherwise.
Smoke alarms expire. Most homeowners have never heard this.
The sensor inside degrades over time. After about a decade it no longer detects reliably, even though the unit still powers on and still passes a test-button check.
The National Fire Protection Association recommends replacing smoke alarms every ten years, and the Houston Fire Department passes that guidance along. Texas rental law puts it in stronger terms, stating that alarms are not to remain in service longer than ten years from the date of manufacture.
The date is printed on the back of the unit, not the front. Take one down and look. Most people are surprised by what they find.
Ten years from that date, replace it. Not when it fails a test. Not when it starts acting strange. An alarm that tests fine at eleven years old may still miss a real fire.
A few habits keep the rest working:
One note on chirping. A chirp usually means a low battery. It can also mean the alarm has reached the end of its life and is telling you so. If a fresh battery does not stop it, check the date on the back.
Smoke alarms and carbon monoxide alarms are different devices. One will not do the other's job.
Smoke alarms detect particles from a fire. CO alarms detect a gas you cannot see, smell, or taste. That invisibility is the whole reason the device exists.
Here is where most articles get Texas wrong. Texas has no statewide law requiring carbon monoxide alarms in private homes. The state leaves that to local governments.
The confusion is understandable. Chapter 766 defines what a carbon monoxide alarm is, so people find the term and assume a requirement follows. The original 2007 bill did require them. That part was removed before it passed.
What that means for you. Any CO alarm requirement on your Houston home comes from the city's building code, not from state law. It generally applies to new construction and to work done under permit.
Where they matter most, regardless of any rule:
Place them outside sleeping areas and on every level. Combination smoke and CO units are widely available and simplify the whole question.
No law requires one in an existing Houston home with a gas water heater. Put one in anyway.
Start with the free option, because most people do not know it exists.
The Houston Fire Department runs a program called Get Alarmed Houston! It provides free 10-year sealed smoke detectors to Houston area homeowners, with focus on low income, disabled, and elderly residents.
Firefighters distribute and install three to four thousand detectors a year, by appointment and at community events. The program has run since 2001 on private and corporate donations. If you or someone you know needs alarms, start there.

A home safety inspection tells you where you actually stand. We locate every alarm, check the manufacture date on each one, test them, note what is missing, and tell you whether they are interconnected.
You get that in writing. That matters when you sell, when an insurer asks, and when you own rental property and need to show compliance.

There is no age that automatically requires it. What matters is the wiring type and its condition, not the year on the deed. A 1965 home with sound copper can be safer than a 1985 home with decades of undocumented additions.
Aluminum wiring does not always require a full rewire. Approved connectors and proper remediation at every termination are recognized alternatives. Which path makes sense depends on the condition of the connections and how the house is wired.
Flickering lights more often point at the panel or one overloaded circuit than at the wiring in your walls. Persistent flickering across multiple rooms is worth investigating. It is rarely the reason a whole house gets rewired.
Partial rewires are common and often the right answer. Homes get built and updated in stages, so one section may need work while the rest is sound. Kitchens and bathrooms usually go first because they carry the heaviest loads.
Two-prong outlets have no grounding path, which matters most near water and with modern electronics. A house full of them is a system-level finding. Where a rewire is not the immediate answer, adding GFCI protection is an accepted way to protect those circuits.
