Why Houston is Different

Greater Houston’s exposure is distinctive because tropical weather does not need to deliver the highest wind category to create severe household disruption. A slow-moving tropical storm, a rain-producing hurricane, a stalled thunderstorm complex, or a surge event can overwhelm localized drainage, flood roads, interrupt utilities, contaminate building materials, and leave homes without cooling during dangerous heat and humidity. Harris County contains 23 major watersheds draining toward major creeks, bayous, the San Jacinto system, and ultimately Galveston Bay. Each watershed has its own flood behavior, which means two homes only a few miles apart can experience very different conditions during the same storm.[1]

The Atlantic hurricane season officially runs from June 1 through November 30, although storms can occur outside those dates. Historically, activity is greatest from mid-August through mid-October, with a climatological peak around September 10.[2] Preparation should therefore be an annual home-maintenance discipline rather than a last-minute reaction to a forecast cone.

  • Low-lying terrain and urban runoff: Flat terrain slows drainage. Impervious surfaces such as roofs and pavement increase runoff. Street ponding can occur before a bayou reaches a major flood threshold.

  • Flash flooding: Flooding can develop quickly, especially where intense rainfall exceeds storm-drain capacity. Avoid unnecessary travel and never assume water depth or road integrity.

  • Storm surge: Surge is water pushed inland by a storm’s winds. It can affect coastal areas, bays, channels, and connected waterways. Follow local evacuation-zone guidance; a home-services checklist is not an evacuation plan.

  • Power outages and heat: After a storm, outages can last beyond the wind and rain. Loss of air conditioning in Houston heat and humidity can create health risks, especially for older adults, infants, people with chronic illness, and those who rely on powered medical devices.

  • Why category is not a flood forecast: The Saffir-Simpson scale describes maximum sustained wind. It does not directly measure rainfall flooding, storm surge at a specific property, tornado risk, duration, or infrastructure disruption. A lower-category or tropical storm can still cause life-threatening flooding.

  • Local action: Know your watershed, flood zone, evacuation zone, typical street-ponding locations, and at least two routes to higher ground. Subscribe to official rainfall and bayou-level alerts. Harris County Flood Control District operates a network of more than 250 alert locations and provides near-real-time rainfall and water-level information.[3]

Hurricane Harvey Aftermath

Hurricane Harvey (2017)

Harvey rapidly intensified before making landfall on the Texas coast as a Category 4 hurricane, then moved slowly and produced catastrophic rainfall across Southeast Texas.

National Hurricane Center discussions documented widespread Greater Houston totals in the 20–27 inch range while the event was still unfolding, with some locations ultimately receiving more than 50 inches.[4] The lesson is not that every storm will resemble Harvey. It is that forward speed, rain-band placement, duration, antecedent conditions, and drainage can matter as much as wind category for Houston-area flood outcomes.
 

Hurricane Beryl

Hurricane Beryl (2024)

Beryl made landfall near Matagorda, Texas, on July 8th, 2024, with maximum sustained winds of 80 mph. As it moved through the Houston area, the National Hurricane Center reported damaging winds and flooding rainfall; Houston Hobby Airport recorded a gust of 84 mph, and Bush International Airport later recorded a gust of 82 mph.[5]

NHC advisories also warned that deadly post-storm hazards included downed power lines and carbon-monoxide poisoning from improper generator use.[6] Beryl reinforced the need to plan for wind damage, utility interruption, heat exposure, safe generator operation, and cautious restoration of household systems.

Tropical Storm Allison (2001), Hurricane Ike (2008), the Memorial Day and Tax Day floods, and other intense rainfall events demonstrate that Houston’s risk is not limited to one storm type.   • Main water shutoff: Locate the whole-home shutoff before hurricane season. Confirm that it is accessible, labeled, and operable without excessive force. Show responsible household members how to close it. Do not wait for active flooding to search for the valve. Shutting off water is appropriate when a plumbing line has failed or when instructed by qualified authorities. It does not protect a house from external floodwater, and turning a long-idle valve can reveal an existing defect.
  • Sewer backups: Heavy rainfall can place extraordinary pressure on public and private drainage systems. Signs of a developing backup include gurgling, slow drains, sewage odors, and water rising in low fixtures. Stop using fixtures if a backup is occurring and avoid contact with contaminated water. A backwater valve may be appropriate for some properties, but suitability depends on plumbing configuration, code requirements, maintenance access, and local conditions. It requires professional evaluation.
  • Drainage: Keep accessible yard drains, area drains, gutters, downspout outlets, and surface flow paths free of leaves and debris. Do not open municipal structures or enter drainage channels. Never redirect water in a way that harms neighboring property or violates local rules.
  • Water heaters: Photograph the water heater, data plate, connections, pan, drain, venting, and surrounding area. Know whether the unit is gas or electric and how it is isolated. A submerged water heater, burner, gas valve, electrical compartment, insulation, or control should be evaluated before reuse.

  • Post-flood inspection: Do not use fixtures that discharge into a blocked or backed-up system. Photograph damage before cleanup when safe.   • Outdoor condenser protection: Trim loose vegetation and remove nearby objects that can become debris. Maintain manufacturer-required clearances. Do not wrap an operating condenser or use an improvised cover that blocks airflow. If a manufacturer- approved storm cover is used while the system is off, remove it before restart.
  • Flood exposure: The elevation of the condenser, heat pump, air handler, furnace, platform, disconnect, and ductwork affects vulnerability. Elevation changes may require engineering, code review, permitting, manufacturer compliance, and refrigerant/electrical work.
  • Debris and physical movement: After a storm, look from a safe distance for cabinet damage, a shifted pad, bent fan guards, damaged lines, loose panels, or debris. Do not reach inside or attempt to straighten equipment while energized.
  • Electrical control-board damage: Modern HVAC systems rely on control boards, variable-speed drives, sensors, communicating thermostats, and low-voltage circuits. Surge damage may be immediate or intermittent. HVAC surge protection should be coordinated with whole-home electrical protection rather than treated as a substitute for it.
  • Condensate drains: A clogged condensate drain can cause water damage even without flooding. Annual service should include drain inspection and any manufacturer-recommended cleaning. Confirm overflow protection where applicable.
  • Filters and humidity: Keep correct replacement filters available. During an extended outage, indoor humidity can rise quickly. Once safe cooling is restored, avoid extreme thermostat settings; focus on steady operation and moisture removal.
  • Safe restart procedures: Do not restart equipment that was submerged, struck, displaced, or exposed to contaminated water. The EPA advises not turning on an HVAC system until the home has been cleaned, dried, and needed repairs and remediation have been addressed.[7]
  • Post-storm inspections: Inspection may include electrical components, refrigerant lines, coils, motors, controls, drain systems, ductwork, air handlers, furnaces, heat pumps, disconnects, and evidence of water or debris intrusion.

Electrical Safety & Surge-Protection Readiness

  • Electrical panels: Keep the panel accessible and accurately labeled. Do not store combustible materials against it. Homeowners should know the location of the main disconnect, but should not stand in water or touch a wet panel. A flooded or corroded panel requires licensed evaluation.
  • GFCIs: Test GFCI devices according to manufacturer instructions during normal conditions. A device that will not test or reset, repeatedly trips, or has been submerged should be evaluated or replaced as appropriate.
  • Lightning: No device can guarantee protection from a direct lightning strike. Layered protection may include a properly installed whole-home surge protective device, point-of-use protection, grounding and bonding, and disconnection of sensitive electronics when practical and safe.
  • Power-restoration surges: Voltage disturbances can occur when service is restored or as damaged systems stabilize. Whole-home surge protection can reduce exposure to certain transient voltages, but it has finite ratings and does not correct all power- quality problems.
  • Whole-home surge protection: A qualified electrician should select and install equipment appropriate to the panel, service, available breaker space, code, and manufacturer requirements. Discuss protection for major HVAC equipment, generators, communications, and sensitive electronics.
  • Outdoor electrical equipment: Inspect weatherproof covers, receptacles, lighting, pool equipment, landscape transformers, disconnects, and exposed conduit. Do not use damaged or wet devices.

  • Portable generators: Portable units can operate selected loads through suitable cords or an approved transfer arrangement. They must remain outdoors, dry, stable, and far from openings.   • Standby generators: Permanently installed generators can start automatically and supply selected circuits or a larger portion of the home through transfer equipment.   • Battery backup: Battery systems can provide silent, indoor-safe electricity without combustion exhaust. Runtime depends on stored energy, load, inverter capacity, temperature, battery condition, and whether solar or grid charging is available.
  • Transfer switches and interlocks: A listed transfer switch or approved interlock prevents dangerous backfeeding and controls which source supplies the home. Selection and installation should be performed by qualified professionals in compliance with code and utility requirements.
  • Fuel planning: Store only approved quantities and containers, follow local fire rules, stabilize fuel when appropriate, rotate stock, and never refuel hot equipment. Natural-gas and propane systems have different continuity and capacity considerations.
