The lead question comes up because of how older systems were built. A galvanized line that sat downstream of a lead service line could absorb lead over the years. The EPA created a category for exactly that situation, called Galvanized Requiring Replacement.
Sugar Land completed its Lead Service Line Inventory under that federal rule. The city found no lead service lines anywhere in its water system, on either the city side or the customer side.
The review did identify 110 service lines classified as Galvanized Requiring Replacement in the city's main water system. Those sit at homes built between 1905 and 1965. Every other line in the system was classified as non-lead.
You can look up your own address. The city publishes its Lead Service Line Inventory map on the Sugar Land public works site. Enter your address and it shows how your service line is classified.
The rule also requires the city to notify affected customers directly. If your line had been flagged, you would have received a letter. No letter is information too.
Polybutylene was used widely from the late 1970s through the mid-1990s. Those years line up almost exactly with Sugar Land's biggest building period. First Colony homes from the 1980s and 1990s are a common place to find it.
